Auto Exporting PDF and submitting to Customer/Reporter

Is there any configuration that can be done for an issue to be exported to PDF and submitted to the specific reporter for the issue.

Example:

Issues is created by Reporter / Customer
Issue is then investigated / Troubleshooted containing details and images
Once issues is transitioned to "Closed" / "Completed" it should export to PDF and submit this report to the supplied Reporter / Customer?
