Prior to the migration to cloud, watchers received an email when Jira issues were closed. After migrating to Jira cloud the users are not able to receive notifications after issues are closed.

You should check the Notification schemes configuration, inside the Jira admin settings
Inside each notification scheme, or the notification scheme used by your project, check the following configuration:
