Yes, but the exact path depends on whether you want to remove the customer from one service project or permanently delete the portal-only account from the whole site.

If you only want to remove them from one service project, remove them from that service project rather than deleting the whole account.

If you want to permanently delete the customer’s portal-only account from Jira Service Management, you must be a site admin / organization admin.
