Permissions to update customfield

We want to automate the updating of a custom field using API. Our Atlassian admins say that it requires Administrator privileges to update custom fields and that it would be a security risk. Is there any secure way to update a custom field? We do not want to rearchitect everything as assets.

Updating the value of a custom field on an issue does not require Jira Administrator.
You only need Browser and Edit Issues permission in the target project and the field must be in scope (context) and on the Edit screen.

Administrator is required only to create the field, change its configuration/context, or add new options to a select-list field.
