You can see the activation under https://admin.atlassian.com in your organization under Security -> audit Log

"Rovo is available at no additional upfront cost to organizations with active Cloud subscriptions
No Additional Cost: After Rovo is enabled for your site, you will not be invoiced separately for Rovo. If you previously activated Rovo and were billed, invoicing will stop once your site is onboarded into the new Rovo offering.
Usage Limits: Rovo usage is governed by your subscription tier and the number of users on your base subscription. For details, refer to the Rovo usage limits."
