How Can I get access to review JIRA issue

Whenever you are redirected to the help site, it means you don't have a Jira license.  You'll want to work with your Atlassian administrator to give you a license.  Also, make sure you are logged into Jira with your Atlassian ID.  You Atlassian ID should be your company's email.
