How do I separately display language and time formats??

According to the link beneath, there is a direct relationship between the selected display language and the time format.

I want the display language to be in english (US) and the time format to be displayed in swedish time format. How can I separate these settings? The current jira product only allows setting the language, which also changes the time format.

Can these two settings please be separated somehow?
