yes its possible, If you want to make one space public and other spaces private then make that space with anonymous access .

 

If you want few pages inside one space public and few pages private, then make the whole space as anonymous and for those pages which you want private, apply the restrictions.

Yes.  The most simple way to do it is by space - create some spaces that require "confluence users" to be able to use them, and others that are available to "anonymous".  You can see the "anonymous" options in the space settings (but you will have to enable global anonymous access as well)
