Layout for cloud confluence and cross linking to different topics within same page

You might be looking for the Table of Content macro?

https://support.atlassian.com/confluence-cloud/docs/insert-the-table-of-contents-macro/

You may need to use a layout if you want the TOC on the right-hand side of the page.
