Currently, we don't have the Confluence enterprise license, so we are not able to properly stop users to create external instances. Will need the support team guide us through how to delete those instances in our admin center.

I believe getting support involved is the only current answer to this. Maybe if enough people need support's help to delete the unapproved instances they will address this outside of enterprise.
