I am trying to change the page title font color but unable to find where I can do that.
The default is Black and I need it to be blue so that when I export it's blue.
Found this as I was wanting to change the font color of a title as well. Surprisingly you cannot do this out-of-the-box, period. This is a very silly thing to not be able to do without a "hack" or yet again, some other plugin.
@Tina-Louise Allaire Your site admin can apply a theme to your entire site (https://support.atlassian.com/confluence-cloud/docs/install-a-theme/). This involves 3rd-party apps from the Atlassian Marketplace.
I don't know if any of these apps allow you to change the color of the page title, but you can read through the descriptions to find out.
When you say you need the color to be blue when you export, what format are you exporting to and what method are you using to export? There may be a feature of the method or output type (CSS?) that allows you to set the color in the exported output.
For example, I am using the Scroll Viewport app to export my Confluence space to a help web site. This app allows me to set the colors of the web site.

I'm not aware of any way to do this with Confluence out-of-the-box. You might be able to find something in the apps - https://marketplace.atlassian.com/search?product=confluence&query=formatting
