If you have a bulleted list you can not add the expand macro inside of the list. I would suggest just adding the steps as a header (1,2,3).

Thank you, but it's unfortunate that I can't do that. In the old version of Confluence we use it is possible. In Cloud it could also work. This makes it much easier to document complex flows of certain functionality.
