Drag and Drop function not working on structure have all rights as well.
After dragging the rank position again it is coming to same position, but popup showing ranking changed.

If you have the Rank sorter in your structure, and it has the 'Moving items in the structure will update ranks' option enabled in its configuration, then moving items should result in their ranks changed, and their positions in the structure updated. If Rank is changed, and the position is not changed, then it is not the expected behavior.
