Why "Requesting card to check trigger condition(s)" is counted as a command?

Hi! I have been reaching my monthly number of commands lately. When I check my usage log it says "Requesting card to check trigger condition(s)." a lot. Why is this counted as commands and what can I do to reduce my usage so it lasts until the end of the month? 

Note: upgrading is not an option since we have too many board members, it would be too expensive.

Just did a quick test with a Rule that only triggers if the Card has a certain Label.

The Usage Log will list "Requesting card to check trigger condition(s)."

But if you look at the Account page before and after the trigger check, you'll notice that the trigger check adds to your Operations, and the amount of Command runs for that month will not have increased.

So unless you are experiencing something more specific, where the check does inexplicably count towards your Commands, your Commands are just being used up elsewhere.
