Unable to reactivate user as admin

I have a guest user showing as deactivated, when I try to reactive them from the board or member tab, the reactivate button is greyed out and I can't click on it.  I'm one of a couple admins and I'm confused at why I can't do this and what I can do to get the users account reactivated.

 

Any help would be appreciated, thanks!

Hi Trello Team,

I am also having the same issue. My team members are deactivated and I cannot seem to be to reactivate them.
