Error message is 

This free Workspace is over the 10 collaborator limit and all boards are view only. 

However, we only have 6 members using the board.

I am now unable to send emails to board and have lost the function to do this in the menu too.

Atlassian Team members are employees working across the company in a wide variety of roles.

The collaborator limit applies to the entire Workspace, so while there may be fewer than 10 members on the board that you're a member of within that Workspace, there may still be more boards in the Workspace with more members. If that's the case, the Workspace admin will need to either remove collaborators or upgrade the Workspace.
