Based on the message you've received, it seems like you're trying to invite a member to a board, who is already assigned to an existing board. If that is the case, if the member becomes assigned to more than 1 board, they will become a billable multi-board guest (https://support.atlassian.com/trello/docs/multi-board-guests/), and will be charged the same as a workspace member.

You can also confirm what board the member is currently assigned to by going to the Workspace sidebar on the left, then select 'Members' > 'Guests'.

If you wish to proceed with adding the board to an additional board, then a workspace admin will need to invite the member to the board, as they have the administrative rights to approve an additional license. Once they invite the member, they will receive a prompt to acknowledge that the additional license will be added, and to confirm this action.
