If a user writes in saying someone they invited to a Trello team can't see the boards, or can't add cards, what is the most likely cause?

The most likely scenario is that the user is a part of a team, and not yet invited to the board. Try inviting the team to the board and having the user accept the invite to the board and that should clear up the issue.
