From what I glean, if I make the 20 users of my board "single user guests" who belong to the board only and not to any workspace then I should be able to pay one standard user license (myself) for the board in question?
Is that correct? Any other interpretations?

Yes, that is my interpretation of there rules... You can check it for real, but going to the upgrade workspace page and see that you need to pay for 21 users... Then take one of these user and make them a board guest, and check the price again... Now it should only say 20 users

In terms of how many billable users you need, this will depend on whether any of the 21 members could be single-board guests. These guests are free on paid plans.

When I go to the specific Workspace settings I do not see the upgrade options but do see the "Manage Collaborators" button. When I hit that I see one multi-user guest and nineteen single-user guests.
From your explanation, am I correct that the nineteen single-user guests will be no-charge?
