Hi Ben!

Yes, I found that first IP address (104.192.142.240) listed on the https://ip-ranges.atlassian.com/ list, and Trello is listed as a product under that range, so that would be a valid IP address for Trello webhooks despite not being in the range listed on the main page you linked.

Just to be sure we're on the same page though, did you mean 104.192.142.240  - 104.192.142.255 ?

04.192.142.249 would not be valid, but I suspect maybe the 1 was omitted inadvertently at the beginning? 104.192.142.249 would be valid!

Yes, I mean 104.192.142.240  - 104.192.142.255. I copied wrongly.

So I have included all the mentioned ip address as in https://ip-ranges.atlassian.com/
The number of trusted IP has increased from 14 to 4000 (approx.).

Excellent, that's the best source, and having all of the ranges on that page where Trello is mentioned would ensure requests from all out regions would be accepted. Let me know if there are any other questions I can help track down an answer for!
