You can drag and drop sort your starred boards in the "Starred" menu in the top header of the app. That sort order is also reflected on the page you shared a screenshot of.
I'm pretty sure you used to be able to drag and drop sort the boards on that page too, but not sure why that doesn't work anymore. I'll ask the team about that!
