The certifications are paid for : https://www.atlassian.com/university/certification
And the accreditations are "free". But to be accredite it is necessary to go on Charlie (the portal of the partners), to pass a certain number of quiz and have 2 certifications
I'm not 100% sure so the best way is to contact Atlassian, you can create a request on Atlassian support portal :
