Is adding pop-up screen for issues transition still not available for team-managed projects?

Hello,

I have been looking for something similar to transition screen pop-ups in Team-managed JIRA, though were unable to find anything in either workflow settings rules or automation rules.

Is it possible somehow to trigger it with the following fields: Status + Comment OR at least Comment?

Could you please suggest any solution?
