Sourcetree keeps downloading PHP and triggering macOS warning

SourceTree version: 4.2.10
OS: macOS 14.4.1

Every day, multiple times a day, sourcetree attempts to download php-8.2.26 binary tripping macOS' security settings for unverified applications (see screenshot).

I've gone into the macOS settings and allowed it, but the prompt comes right back. If I hit the "move to trash" button, sometimes macOS will report back that it can't move it to the trash and that i need to do it manually. Some times after hitting "Move to Trash" it will be fine for a few minutes and come back again. Same thing if I hit Cancel. 

I can't find a pattern as to when/what triggers it, nor do I understand why it's trying to download a PHP binary (system php version is 8.1.28). 

I'm more than willing to try any debugging steps as I've exhausted everything I can think of.
