How does Greenhopper support non-technical task assignment?

I am a project manager and I think that it is important to track tasks that belong to the non-technical team members and link dependancies to technical tasks. I am not sure whether Greenhopper or another Atlasian plug-in supports this. Any insight would be helpful.

Create non-technical tasks as issues within Jira/Greenhopper. You can give them a different set of fields (a nice trick is to cut them down to just summary and assignee!) and a different workflow as well.
