If I need to uninstall and reinstall Confluence Questions, will my Questions data remain intact and available after the reinstallation?

Correct - all data remained intact.

How DO we delete all questions and start over?

We disabled questions ages ago because we needed per-space permissioning. That was later introduced and we'd like to start using it but the old questions (instance-wide) are still there and reinstalling doesn't wipe the slate clean.
