Is it possible to add the Assignee when quickly creating tasks

like in confluence with @user

JIRA also supports the @user functionality, however - this is useful only in the comments.

For tasks, there should be a field called Assignee which you will be able to choose when creating the task.

Maybe a plugin?

If the task is already created - you can use keyboard shortcuts. select the issue and press 'a' which opens a pop-up that allows you to choose the assignee of the issue.
