I am working on a project in which implementation user stories have to go on Jira.

Welcome to the Atlassian Community!!

To create a project:

  1. Select Projects > Create project in the navigation.
  2. Under project templates, templates are grouped into a library of use-case based categories. Under Products, templates are grouped by Jira Cloud products. Choose a category or product.
  3. Learn more about the available templates and select a template.
  4. View the detailed information on the template and choose Use template.
  5. Give your project a name. You can change your service project template by selecting Change template.
  6. Select Create.

To create a Story: 

To create an issue anywhere in Jira:

  1. Select Create ().

  2. Type a Summary for the issue.

  3. Complete all required fields and any other fields that you want.

    1. Optional: To change which fields appear when you create another issue, select Configure Fields and select and deselect the fields you want. When you next create an issue, the selected fields will be displayed.

    2. Optional: To create other issues with the same Project and Issue Type, select the Create another checkbox. Depending on your configuration and issue creation history, some fields may be pre-populated. Review these before creating the new issue.

  4. When you're finished, select Create

Note: To create project in Jira you would Jira Administrator Global Permission or you can reach out to the your Jira Admin.

Depends what you mean by “implementation”.

If you mean “rolling out existing software”, then that work can indeed be represented by Stories.

If you mean “programming new software”, then that work can be represented by Tasks (as siblings to associated Stories).  But I would instead recommend that such implementation be captured in the Stories themselves (i.e., vertical thin-slicing), in a new custom field called say “Implementation Intention” (during “How” Planning).
