When I am starting a new project, in order to start to work first I need to create an issue, correct ? Does it always have to be an epic issue as the first one ?
Welcome to the community. No, it is not required. One can always create other issues (Task, Bug, Story etc) first, then create the Epic issue to formally roll up those other issues into the Epic.
You need to answer the question - Does the task on hand for your team need to be broken down or not and the complexity is high?
