Is there a way to disable KB articles from displaying on customer portal? We have tried using Labels. All the articles are displayed on the portal. They should be displayed only after a query is initiated.

Welcome to the Atlassian community!!
For this use case, you can define the labels for articles that you wish to see with any of the request forms. Then navigate to Project Settings --> Knowledge Base and add those labels against each form type.
