Logging bugs to another project

We are trialling Zephyr.

In our organisation the business unit specifies requirements and contract development to a sister organisation.  Both organisations are trying to implement a small amount of Agile methodology.

There are a couple of development suppliers.  Developers have a JIRA, business tests the product and so has its own JIRA that includes all the projects being developed by different developers.

Is it possible to log bugs from business Zephyr to the JIRA of a development team - so keep all the testing together in the one project, run test cycles and log bugs direct to DEV?

any issues created in one project can't be linked in another project by JIRA's design. One could potentially export all the bugs from one project and import them into another, or use JIRA's Move Issue wizard to transfer them. The later is limited to one JIRA instance and the projects therein whereas the former can span multiple JIRA instances.
