The debug log would be of a great help for us as there're many possible reasons for this kind of failure. You can find the log files at $STASH_HOME/log/ directory. Please send these logs to email@example.com or create an issue at our tracker http://issues.tmatesoft.com/issues/SG and attach the logs to it.
As a quick workaround you can try to enable the plugin manually via Administration | Manage Add-ons | SVN Mirror For Atlassian Stash | Enable.

So far it looks like someone has upgraded UPM before installing the plugin and that broke some dependencies. Please try to install the latest version of the plugin. Please let us know whether that fixes the problem for you.
I just tried installing v. 2.0.4 and am still getting the same error. The only other plug-in is the Universal Plugin Manager which is at version 2.13.2. Going to try to close this issue so we won't have the same issue in two different places.
