you could export data from Jira to MS Project, analyze it there and then export back to Jira. I created a program for that: http://taskadapter.com/atlassian_jira

We are already looking at tempo but we need something that will hold actual costs. In line with

We are already purchasing tempo but we want something which will work with actual finances which could be used to help compete with a PM system like Microsoft Project Management!

Is it much different from time tracking? Tempo is the plugin for the time tracking / billing, which at least gives you tracking of the budget (if resources are only time, not material). Not sure if they have planning of time spent though
