user list visible for everyone

Hello!

I have question, is it possible to see for everyone "user list "(from Azure AD) when they create a ticket in jira service management. I used approver custom field and it is working to see for me(administrator) but not for other users. Is it permission problem?they can not see users to choose it is empty for them
