tfs4jira unable to see jira assignees when mapping assignee field.

I am trying to map Jira(Cloud) Assignee to TFS(VSTS) Assigned To.  I can see all the TFS users, and only admin, user used to connect to Jira and I'm guessing the guid for the service desk portal user.

I have 3 service desk team members.  One is the tfs4jira connection user, this can be seen.  The other two can not be seen.  I have also tried setting them up with single user access.

The tfs4jira connection user is an administrator.

Welcome to the Atlassian Community!

Since you are in the Cloud environment, make sure you use the dedicated account for the synchronizer before you perform the synchronization.

The dedicated account is the account that does not make any changes to the TFS, such as adding comments, changing the states, editing the work items and etc.

Please also ensure the other two accounts have access to the Jira project that you used to synchronize with the TFS project. If not, you could not see the user accounts be displayed to the TFS synchronizer.
