Viewing restrictions on child page don't seem to be working correctly

We have specified viewing permission restrictions on a child page. The 3 individuals specified do not belong to any of the groups that have viewing permissions to the space; the individuals have been provided individual viewing permission to the child page. None of the 3 individuals is able to access the child page - all receive a page does not exist error message. Is this expected behavior?

They need to have permission at the space level as well as individual pages.
