Slack and Jira Service Mangement

Internal users who are defined as a customer in Service Management are trying to create an issue in Service Management using "Create issue from Jira Cloud" from Slack. The issue not created. I'm assuming this has to do with permissions?

Is there a way that they can use the shortcut in Slack without them making an agent?
