I need to add multi hyperlinks on Jira navigation menu area. Is there anyway I can do it with a dropdown menu?

There's no real difference, a button is just the last layer on a menu or drop-down.
Use the fragment finder to work out where you want to insert the fragment in the menu/button system.

It's the same place you've used "create a custom web section", just use a fragment for the menu instead.
