Missing Configuration Section Salesforce Jira APP

Hi!

I'm trying to provision access to the "Configuration" section of the Salesforce App to a team member in Jira. I am a Jira Admin; they are not. They can see the App but do not have the ability to adjust the bindings. 

Does anyone know how or what permission I might provide them in Jira to gain this level of access?

We are both admins in / matching permissions in Salesforce so this is 100% on the Jira side.

To access the Configuration settings, Jira Admin permission is required. For the user that does not have permission, the menu will be not available.
