Licences for Active Users vs Total Users for Cloud apps for Confluence

Hey all, we're looking to purchase a few Cloud apps to improve our use of Confluence, but not all company users will need these features. 

Is it possible to purchase only licences for certain apps for active users only and the rest of the Confluence users to have just viewing rights for e.g. Table Filter and Charts for Confluence ?

This is not possible.  Atlassian has decided that all users of Confluence also automatically count as app users.
