Jira restore don't create issue picker custom fields

If have a xml system backup containing a Issue Picker Custom Field Type. When doing an xml restore that field does got recreated. 

The field exists in entities.xml. Any idea how to recover the field and it's values?

That sounds like you don't have the users set up before the import.  User pickers draw their content from the user directory, so if you want to import data into a user picker, you have to have users there to map the incoming data on to.
