Is there a roadmap plan for offering Apps at the Enterprise Org tier for Cloud?

As more clients opt for Enterprise plans with multiple sites underneath, but a common set of users at the Org level, is there a plan to create the option to apply an app to the enterprise and license per user at the ORG instead of at the site level where there may be much duplication of users? In many cases this will simplify administration of licenses, and expose a broader set of users to the apps.
