How to grant a user the ability to amend the time he/she booked in the timesheet report?

User has booked/logged hours on an issue.

By using the timesheet report, the user is supposed to see/amend the hours/time he/she booked in a month or two.

Currently, the user cannot amend the booked time appearing in the timesheet report.
