How do I update an existing label via api?

We are pushing our test results into xray with the following endpoint.

We are passing three files in. The test results, the test execution fields and the test info fields.

When a new test is added, the labels we have set in the test info fields is being populated correctly, but if there is an existing test the labels don't get updated. Is there a setting or permission we need to change so that the tests will be updated with each upload?

To further clarify the problem, when we hit 4b we are not seeing the generic tests updated.
