How can I set permissions for who can access the reports?

I only want certain users to be able to view and create reports, where are the settings that control who has access to this plugin?

Hello!

All JIRA users have access to the reports but the data displayed is limited to the issues to which a user has access.

Thanks, ideally I could just turn the reports menu off but I will try and restrict data access through the project permissions
