Compare user value in a multi picker field and application user

Hi Team,

Is it possible to compare 2 user values. if user in a user picker custom fields and Application access user(logged in user), both are same then that user can access to all fields. based on this being true?

yes, as of now i can access all the field in a create and edit screens. but my requirement is only users in a multi picker field can access all the fields and those users can see the Fields Tab other wise field tab should be hide.
