Can't authorize Jira Server app in MS Teams

Hi Everyone

I Cannot Integration between Jira Service Management (Data Center) and Ms Teams (Data Center).

the error message is Failed to generate authorization link. Please contact your Jira Server administrator and confirm Application link for Microsoft Teams app has been properly configured.

any solutions for this?
