My use case:
I provide customers a bucket of hours of technical support, and I put that bucket quantity in 'Original Estimate'. I then track my time in 'Time Tracking' or 'Work Log' tab and add basic comments and time.
Currently I export all tickets and use Excel to build reports, but it's all time locked.
What add-on would provide me:

It seems to solve most of your problems.
You can add worklog attributes like billable or non billable and filter for projects, assignees, export the tables to Excel and more.
You are also able to see who locked which time - if you want to have this! You can also decide to block the ability to view logged work by other users or groups (for data privacy reasons).
Thanks @Patricia Modispacher _appanvil_ - This actually looks interesting, and seems to be lower cost which is fitting for this project. It doesn't seem to have any reporting built in, so do you use the partner add-on for reporting, or do you still take it out to Excel?

You can take it out to Excel or use another add-on from the same partner. The other app is made for reporting and is called Report Builder. If you request a demo, I'm sure they'll offer you some discount for the app bundle.
There's also a sandbox for you to test the solution(s).

You can consider the Worklogs - Time Tracking and Reports app that allows you to display work logs for multiple users and projects with a great possibility to filter the report including JQL, custom fields, sprint filters etc.
Besides that you can easily save your report, export it to the Excel file, share it with your teammates etc.

It provides different ways to create and edit worklogs, adds custom fields for tags and billings, and lets you edit permissions to limit who can see other users' worklogs. It also has built-in reporting features built inside the app. You can filter and group by users, from epics to subtask levels and many more. As an alternative you can try out our add-on. And track time spent by resources with multiple filters / category / grouping features.

Nearly all of the timesheet add-ons on the market can perform these. You can check timesheet apps on the marketplace and choose one that matches your budget. As a vendor, I also want to recommend our own app, WorklogPRO - Timesheet for Jira. You can analyze functionality of it in our wiki. WorklogPRO can also provide additional functionality for your scenario. For example, blocking logging work, if you are logging more than "original estimate". Of course, this is configurable.
