we are looking at creating a new workflow and we were told the behavior plugin may help us toward that goal. we were also told that the plugin may be resource intensive. we would like to know how much memeory you would recommend. we will have about 200 users.

I guess it would come down to how many issues you have created inside the JIRA instance. You can refer JIRA Server Hardware Recommendation for Productiondocumentation for more detail information on what's the memory allocation like.

Not sure who told you that but I don't see that it's resource intensive. I would consider other approaches though... it does require a certain commitment to coding.
