I am looking to find the best place to post jobs for JIRA Administrators.  We have several contract positions available and this seems to be a rare find where the typical job posting sites (Monster, Dice, Linked-In) do not seem to be the best resource.

Stackoverflow.  For engineers and admin, i think the answer is stackoverflow.

I agree with @Thomas Schlegel, you are going to get more views from users who active engage with the Atlassian Community, therefore we can assume those potential viewers would be more appropriate to fill Jira Admin roles.
